Definition: what "customs clearance time in China" actually measures
"Customs clearance time" in China is not a single statutory number. It is the elapsed time between the moment your declaration is accepted by the General Administration of Customs (GACC) and the moment goods are released — and it is shaped by three variables the law lets vary: your declaration mode, whether your goods are selected for inspection, and your enterprise's credit status (AEO).
The legally fixed part is the declaration deadline (not the clearance speed): importers must declare within 14 days of the transport's entry declaration, or pay a demurrage fee (滞报金). The clearance speed itself is a function of how compliant and well-prepared your filing is.
The official baseline: clearance is fast for compliant goods
China has deliberately compressed clearance time through its Smart Customs (智慧海关) programme. At the State Council Information Office briefing on 13 January 2025, GACC stated that for low-risk, compliant goods, the process from declaration to release is handled fully online and is essentially "second-level" clearance (读秒通关) — i.e. near-instant once the system accepts the declaration.
This is the honest headline: if your paperwork is clean, your goods are not inspected, and your declaration is accepted automatically, clearance is the same day — often within minutes. The variability everyone worries about comes from the inspection and manual-review steps, not from a slow baseline.
The three variables that move the clock
1. Declaration mode — two-step declaration (两步申报)
China's two-step declaration is the single biggest structural lever on clearance time. Formalised in GACC Decree No. 277 (Measures for the Declaration and Management of Import and Export Goods) and refined by the 2025 optimisation pilot (piloted from 6 May 2025 at 9 regional customs authorities across 11 sites), it works like this:
- Step 1 — summary declaration (概要申报): the importer files a reduced set of fields. If the goods are not subject to tax, licence, or inspection holds, they can be taken away from the port (提离) immediately after summary acceptance.
- Step 2 — complete declaration (完整申报): the remaining fields are lodged within 14 days of the transport's entry declaration.
A related mechanism, advance declaration (提前申报), lets importers file before goods physically arrive — for imports, after departure and before arrival; for exports, within seven days before arrival at the customs supervision zone. Both move the clerical work ahead of the cargo so release is not blocked at the gate.
2. Inspection selection (查验) — the real time variable
When goods are picked for inspection, time becomes genuinely variable. Risk-based selection depends on the product category: food, cosmetics, medical devices, and electronics carry higher inspection probability than general merchandise. China is compressing this too — GACC's remote inspection (远程查检 / "千里眼") reform cuts single-inspection job time by about 90% versus on-site inspection, and vacuum-packaged high-tech goods get a dedicated non-intrusive inspection mode that cuts clearance time by about 80%.

3. AEO status — the credit-tier shortcut
An AEO (Authorised Economic Operator, 高级认证企业) is the highest credit tier in China's customs system, and it is the most reliable way to keep clearance fast and predictable.
AEO benefits are codified in GACC's management measures and include: priority clearance, a substantially lower inspection rate, the ability to apply for bond waivers, reduced audit frequency, and — in emergencies — the ability to request clearance outside normal working hours with as little as 8 hours' notice.
