The confusion is understandable: China does run an import-licence system, but it rarely applies to the branded consumer products most overseas businesses want to sell. This checklist clears the fog and tells you what you actually need — and what you do not.

China's import licence system is a narrow control, not a blanket rule

China's import licence system is the MOFCOM-administered control that restricts entry of a narrow list of goods — it is not a requirement attached to every shipment crossing the border. The annual MOFCOM catalogue of licence-administered goods covers items such as certain grains, sugar, cotton, fertilizers, timber, and selected industrial inputs — not the化妆品, supplements, snacks, or apparel that make up most cross-border retail (MOFCOM).

If your product is a normal branded consumer good, the honest answer to "do I need an import licence?" is almost always no. The real question is whether your category needs a product approval — a different mechanism entirely.

Product registration is the gate most brands actually face

Product registration is the category-specific approval — lodged with GACC, NMPA, or SAMR — that most regulated brands must clear instead of a generic import licence. The agency depends on what you sell:

  • Food → GACC overseas-manufacturer registration (Decree 248) for the 18 high-risk categories; lighter information filing for the rest.
  • Cosmetics → NMPA filing (general) or registration (special-use) under CSAR.
  • Medical devices / health food → NMPA or SAMR approvals as applicable.

These approvals are the substantive compliance work. Treat "licence" and "registration" as different words for different gates, and you will plan correctly.

The 1210 cross-border model removes the per-shipment burden

The 1210 bonded model is a Customs regime where goods are pre-stocked in a China free-trade zone and cleared per order, deferring tax until a unit actually sells. For most consumer goods sold this way, the per-shipment import-licence formalities that general trade would require are simplified, because the goods move under a dedicated cross-border e-commerce framework rather than the full general-trade (0110) regime (GACC).

An import record-filed entity is the local anchor you still need

An import record-filed entity (进口商备案) is the local party qualified to lodge declarations and hold food-safety and customs accountability — even when no licence is required.   • Step 2 — Identify the approval agency. Food → GACC; cosmetics → NMPA; health/special foods → SAMR/NMPA.
  • Step 3 — Decide the channel. 1210 cross-border for light compliance and no local entity; general trade for a domestic store.
  • Step 4 — Appoint an importer of record. A qualified China entity or a Hong Kong importer such as GOODSINFINITE.
  • Step 5 — Pre-clear labels and claims. Review against Chinese rules before production to avoid border rejection.
