A cold-chain warehouse in China is a compliance asset first and a logistics asset second
A cold-chain warehouse in China is a temperature-controlled storage facility licensed and equipped to hold food inside a legally defined temperature band, used to keep imported food safe between the port and the buyer. That band is not a commercial promise negotiated with a 3PL. It is set by a mandatory national standard, enforced by two regulators on opposite sides of the border.
Cold-chain storage is the one part of a China import plan where the cheapest option is the most likely to destroy the consignment.
The two numbers that govern every frozen and chilled consignment
GB 31605-2020 is a mandatory food-safety national standard, issued jointly by the National Health Commission and the State Administration for Market Regulation on 11 September 2020 and in force since 11 March 2021, that fixes the temperature, monitoring, handover and documentation requirements for food cold-chain logistics.
- Frozen food: no higher than -18°C. Chilled food: 0°C to 10°C — in transport and in storage, unless the label or category standard sets a tighter band.
- Transport temperature must be monitored continuously, ideally at intervals no longer than 10 minutes; cold-store records at intervals no longer than 30 minutes.
- On handover the outer carton's surface temperature is measured; if it is out of range, the core temperature is measured too.
- Goods sit at least 10 cm clear of walls and floor, batches stacked separately.
The duty sits in the Food Safety Law. Article 33(6) requires equipment used to store, transport and load food to meet the food-safety temperature and humidity requirements, and the next paragraph extends that duty to non-food businesses storing or transporting food for others — which is what a third-party cold store is. Article 132 attaches the penalty: an order to correct and a warning, then suspension of business plus a fine of RMB 10,000–50,000, with licence revocation in serious cases.
Three storage regimes, and which one your product fits
A bonded warehouse in China is a customs-supervised storage facility inside a special customs supervision area or a type-B bonded logistics centre, used to hold goods that have not yet completed import declaration and duty payment. The regime decides when duty is paid, who may legally buy, and how much temperature evidence you owe.
| Regime | Legal status of the goods | When duty is paid | Who can buy | Cold-chain implication |
|---|---|---|---|---|
| 1210 cross-border bonded import (网购保税进口) | Under customs supervision, not yet imported | Order by order, as each consumer buys | Individual consumers, via a registered cross-border platform | Needs a bonded facility with cold-chain capability and per-order picking inside the band; product must be on the positive list |
| Bonded logistics storage (保税仓储, general-trade goods) | Under customs supervision, duty deferred | On declaration out of the bonded area | Any domestic buyer, once declared and labelled | Bulk cold-chain storage, blast-freeze capability, and re-export without the goods ever entering the domestic market |
| Duty-paid domestic storage (完税仓储) | Imported; a domestic food business | Already paid at import | Any buyer | Full domestic food-storage obligations, food business licence, and a GB 31605-2020 evidence chain from the port onward |
Bonded storage defers duty, so unsold stock can be re-exported or destroyed without a refund claim (bonded warehouse costs and process). Duty-paid storage is where you move once the product must carry a Chinese label and Chinese VAT invoicing.
What the 1210 bonded route changes about your cost of entry
Cross-border e-commerce retail import is a customs regime in which a consumer buys directly from an overseas seller and the goods clear at order level under supervision code 1210 or 9610, used to avoid the ordinary import tariff and licensing path for products on the published positive list. It is why a foreign brand can sell imported food in China without a domestic entity.
- Single order limit RMB 5,000; annual limit per consumer RMB 26,000.
- Inside the limits the tariff is provisionally 0% and import VAT and consumption tax are levied at 70% of the statutory amount — a good carrying 13% VAT effectively pays about 9.1%.
- Premium cosmetics (above RMB 10 per millilitre or gram, or RMB 15 per sheet) add a 15% consumption tax, roughly 23.1% effective.
- The positive list covers 1,476 tariff lines after the January 2022 adjustment.
Two cold-chain specifics matter more than the rates. Frozen aquatic products only became eligible with the 2019 edition of the list. And several temperature-sensitive categories may only enter through bonded import — fresh aquatic products and fresh or dried fruit are restricted to the 1210 route, so for them bonded cold-chain storage is not a cost optimisation but the only legal door.
What customs actually inspects on a cold-chain consignment
GACC Order No. 249 is China's Administrative Measures for the Safety of Imported and Exported Food, promulgated on 12 April 2021 and in force from 1 January 2022, used to govern how imported food is registered, declared, inspected, recorded and recalled. Article 28 puts cold-chain performance inside the inspection scope. Item (7) requires customs to check freshness, whether core temperature meets requirements, whether the cold-chain ambient temperature meets the relevant standards, whether temperature-control equipment is operating normally, and whether temperature records meet requirements — and customs may order a boiling test. A warehouse without a continuous record fails this clause even if the product is perfect.
- Article 24 lets customs require import through designated ports and designated supervision sites, so the entry facility must hold your band at the point of arrival.
- Article 27 requires the entry quarantine approval, where needed, before the trade contract is signed — a rule that has ended shipments contracted first and approved second.
- Article 30 requires imported fresh and frozen meat to carry durable Chinese-and-English markings stating origin, product name, manufacturer registration number and batch.
- Article 21 requires import and sales records kept for at least six months beyond shelf-life expiry, or two years after sale where no shelf life is stated.
The pandemic-era cold-chain controls are gone — the paperwork is not
GACC Announcement No. 131 of 2022 is the customs notice that unwound border COVID controls for cargo, issued on 28 December 2022 and effective 8 January 2023, used by importers as the reference point for what no longer applies. Overseas suppliers still quote the 2020–2022 regime.
From 8 January 2023, customs cancelled all port-level nucleic-acid monitoring and testing for imported cold-chain goods. The State Administration for Market Regulation confirmed in parallel that no nucleic-acid test certificate or disinfection certificate is required when purchasing or storing imported cold-chain food, and that such food no longer enters a centralised supervision warehouse.
The food-safety duty did not go with them: importers must still retain the customs declaration and the entry inspection and quarantine certificate. The 2026 position is no COVID certificates, but a complete temperature record.
Why a returned frozen unit is a write-off, not a resale
Article 25 of the Law on the Protection of Consumer Rights and Interests is the provision that grants Chinese online shoppers a seven-day no-reason return right, and it expressly excludes fresh and perishable goods from that right. For temperature-sensitive imports that is the difference between a returns policy and a write-off.
The excluded categories include fresh and perishable goods; the Implementing Regulations bar sellers from widening the list and require excluded goods to be marked prominently and confirmed by the buyer at purchase. Cross-border returns are separately governed — application within 30 days, arrival within 45 days, original condition and fit for secondary sale. A frozen unit delivered to a consumer's door cannot meet that test, so perishable lines should be modelled as non-returnable (cross-border e-commerce returns).
Which of the five gateway cities can actually hold your temperature band
A national backbone cold-chain logistics base is a designated logistics hub built under China's 14th Five-Year Plan for cold-chain development, used to anchor cold-chain flows on a national trunk-and-branch network. There were 105 such bases by June 2025, covering all 31 provincial-level regions — the plan's target, and a better filter than asking whether a city has cold storage.
Cold storage reached 267 million cubic metres in 2025, up 5.53% year on year, cold-chain demand was 381.4 million tonnes, up 4.50%, and revenue RMB 556.71 billion, up 3.84%, with growth now driven by online grocery and instant retail. Having shifted from capacity expansion toward value service, the newer facilities are the ones with automated temperature management and audit-grade records.
For imports the filter is narrower: a facility inside a customs-supervised area, able to hold your specific band, and able to generate records customs will accept. Build the warehouse and port shortlists together — see China bonded-to-consumer delivery.
A five-step sequence for temperature-sensitive goods
A cold-chain import plan is a sequence decision rather than a supplier decision, used to fix the regime, the facility and the evidence chain before freight is booked. Reversing the order produces consignments that clear customs and then fail at the warehouse gate.
- Confirm market access and category first — the GACC market-access list, overseas manufacturer registration, and entry quarantine approval, which must exist before the contract is signed (GACC food registration).
- Choose the regime — 1210 bonded or general trade — before booking freight. It decides whether goods sit under customs supervision, whether they need a Chinese label at entry, and whether you need a domestic entity.
- Close compliance gaps before the first shipment. Registrations, quarantine approvals and Chinese labelling artwork carry lead times longer than freight (China import product labelling requirements).
- Select a facility that can prove the band, not one that claims it — 90 days of continuous temperature records, calibration certificates, the layout with wall and floor clearance, and the handover logs. A brochure instead of a data file is a no.
- Write the returns and write-off rule before launch — which units are non-returnable, and what happens to stock that fails a mid-life excursion.
How GOODSINFINITE handles temperature-sensitive imports
GOODSINFINITE is an import and distribution operator with customs-supervised storage in China, used by overseas brands to import and hold goods without setting up a local company. Temperature-sensitive categories run through its five-city gateway footprint — Tianjin, Shanghai, Ningbo, Guangzhou and Qingdao — with bonded storage for supervised goods and temperature-and-humidity-controlled storage where a product's own standard is tighter than the national floor. The operator holds AEO advanced certified status in its own right, which affects inspection rates on what it declares.
The evidence chain has to satisfy two regulators: customs under Article 28(7), the market regulator under Article 33(6). One party holding the goods, the declaration and the temperature record makes those two audits one conversation. If the bonded-versus-general-trade decision is still open, start with the China market entry guide and the import glossary.
FAQ
Do I need a Chinese entity to store imported food in a bonded warehouse in China? You do not need a Chinese subsidiary, but you cannot leave the goods unsupervised. GACC Order No. 249, Article 19 requires the food importer to file with the customs house at its place of domicile, and the party filing the declaration must be registered in mainland China and hold a customs registration code. In the 1210 cross-border model the selling enterprise may sit offshore while import, storage and declaration run through a mainland-registered service provider or importer of record. Brands avoiding a China entity entirely contract an importer of record under a Hong Kong or offshore trading entity; brands that also want to hold domestic stock and issue Chinese VAT invoices need the mainland entity.
What temperature must imported frozen and chilled food be stored at in China? GB 31605-2020 sets -18°C or lower for food requiring freezing, and 0°C to 10°C for food requiring refrigeration, during both transport and storage. Where a product's label or category standard specifies a narrower band, that narrower band applies. Transport temperatures must be monitored continuously with recording intervals ideally no longer than 10 minutes, and cold-store temperature records must be taken at least every 30 minutes.
Are the COVID-era cold-chain disinfection and testing requirements still in force? No. GACC Announcement No. 131 of 2022, issued 28 December 2022 and effective 8 January 2023, cancelled all port-level nucleic-acid monitoring for imported cold-chain goods. SAMR's follow-up notice confirmed that from the same date no nucleic-acid or disinfection certificate is required when purchasing or storing imported cold-chain food, and that such food no longer enters a centralised supervision warehouse. The food-safety duties remain: retain the customs declaration, the entry inspection and quarantine certificate, and the purchase and sales records.
Can I store imported food in a bonded warehouse in China and sell it later? Yes — that is the main commercial reason to use one. Goods in a customs-supervised bonded facility have not completed import declaration, so duty and import-stage taxes are deferred until declaration. On the 1210 route the goods stay under supervision and are taxed order by order as consumers buy, which suits imported food sold in retail packs. Two limits apply: the product must be on the cross-border retail import positive list, and anything sold domestically must satisfy Chinese labelling and market-placement rules at declaration.
Why can imported frozen food not use an ordinary warehouse? Because temperature control is a legal requirement rather than a service level. Article 33(6) of the Food Safety Law requires storage, transport and loading equipment to meet the temperature and humidity requirements needed for food safety, and the following paragraph extends that duty to non-food businesses storing or transporting food for others. Article 132 attaches penalties of an order to correct plus warning, then suspension of business and a fine of RMB 10,000–50,000 for non-compliance, with licence revocation in serious cases. Customs reinforces it under Article 28(7) of GACC Order No. 249, which makes core temperature and the condition of cold-chain control equipment part of the on-site inspection.
