Definition: what imported food compliance means in China

Imported food compliance is the set of approvals, registrations, labelling and documentation that must be in place before food products can be sold to Chinese consumers. In practice it has four gates: registration of the overseas manufacturer (or exemption from it), Chinese-language labelling built to GB national standards, a compliant import route (1210 cross-border bonded, 9610 direct mail, or 0110 general trade), and a document pack matched to the route and the port. Which gates apply depends entirely on the route you choose — that single decision drives cost, timeline and ceiling.

1. GACC overseas manufacturer registration

Under GACC Decree No. 280 (effective 1 June 2026, replacing Decree 248), whether your overseas facility needs registration depends on the route — and this shapes everything downstream.

Key facts for the general-trade route

  • Registration validity: 5 years, with renewal for most categories.
  • Processing time: typically around 20 working days for a complete application.
  • Chocolate and cocoa products are favourably placed: they are not on the list of categories requiring official recommendation by the exporting country's competent authority.
  • Registration number on pack: once registered, the China registration number must appear on both inner and outer packaging.
  • Official portal: https://cifer.singlewindow.cn — the only official channel, and it is free of charge. Any agent charging a "listing fee" is selling something you can file yourself.
The route choice comes first. Brands that register for general trade before validating demand often spend four weeks on approvals for a product they later reformulate — going in through 1210 bonded import first costs less and generates real consumer data.

2. Chinese labelling and GB national standards

Chinese-language labelling is mandatory for consumer-facing product on both routes. This is a compliance task, not a translation one: the required structure differs from EU and GCC norms, and the deadlines hit before you ship rather than after.

Required label elements

  • Product name in Chinese, with the ingredient list in descending order by weight
  • Net content, and specification if sold in multi-packs
  • Country of origin — a selling point for imported brands, not just a legal field
  • Name and address of the overseas manufacturer, and of the China importer or agent
  • Production date and shelf life, or the expiry date
  • Storage conditions — critical for chocolate
  • Nutrition facts panel in the prescribed Chinese format
  • Allergen information, including shared-line warnings
Common failure: additive limits differ from EU and GCC rules. Some emulsifiers and colourings permitted elsewhere are restricted or differently capped in China. 3. The 1210 cross-border bonded model

Goods ship in bulk into a Customs-supervised bonded zone without paying duty up front. When a Chinese consumer places an order, that single parcel is cleared and dispatched domestically. Nothing is stranded in a warehouse you had to commit to.

Recommended sequencing: launch through 1210 to generate real consumer data quickly and cheaply, and pursue general-trade registration in parallel if your volume ambition justifies it. Planning only for 1210 eventually hits a ceiling — it is a retail model with per-order value caps.

FAQ

Does my factory need GACC registration to sell into China? It depends on the route. Under GACC Decree No. 280 (effective 1 June 2026), cross-border e-commerce retail imports are currently exempt from overseas manufacturer registration because they are supervised as personal-use articles. General-trade imports are not exempt and require the manufacturer to register via CIFER.

How long does China food import compliance take? Expect roughly 4–8 weeks to first sale via the 1210 bonded route including label review, platform onboarding and first clearance. General trade typically takes 10–16 weeks because GACC manufacturer registration adds about four weeks on its own.

Is Chinese labelling mandatory on cross-border imports? Yes. Chinese-language labelling meeting GB 7718 and GB 28050 is required for consumer-facing product on both routes. In cross-border retail the Chinese label is often applied as an additional sticker or insert on imported packaging, but the content requirements are the same.

Can I use 1210 for chilled or heat-sensitive food? Only if temperature control is specified with the bonded warehouse before you ship. Chocolate shipped into a Chinese summer without a cold-chain plan is the single most common avoidable failure.
